POSITION PURPOSE

The Financial Analyst measures correctly, analyzes thoroughly, and communicates clearly, the exposure levels to interest rate risks to the CFO and members of the executive team.  Measure, analyze and communicate the costs and benefits of products and services to the CFO.


ESSENTIAL FUNCTIONS AND BASIC DUTIES

  • Assists CFO in preparing scenarios for possible future rate conditions.
  • Communicates with the CFO, and expresses the business plan in the form of a target balance sheet including pricing, timing of re-pricing and member options granted.
  • Assists CFO in preparation of annual budget incorporating interests, forecasts and volume projections into budget.
  • Assists management in developing assumptions regarding the volumes of business which could be expected under the current business plan and under alternative strategies–each in conjunction with each of the scenarios for possible rate conditions.
  • Assists in the evaluation of assumptions for reasonableness and consistency. Calls attention to assumptions which appear to be unreasonable or inconsistent.
  • Enters data representing assumptions into the interest rate risk simulation model.
  • Gathers current position data; checks for reasonableness, consistency and errors; and enters data into simulation model.
  • Performs interest rate risk measurement and analysis functions using the interest rate risk simulation model to measure current and planned exposures of net interest income and capital to interest rate risk.
  • Communicates levels and sources of interest rate risk exposure.
  • Prepares monthly reports which include balance sheet and income statement forecasts, interest rate forecast, projections regarding interest rate spreads, CAMEL ratios, GAP analyses, and rate shock analyses. Prepares monthly loan and deposit rate shops and ad hoc analyses.
  • Maintains investment portfolio information on income simulation model. Prepares projections on individual investments that may be considered for purchase.
  • Reconciles forecasts of net interest income and the market value of portfolio equity with operating results and report the variances and reasons.
  • Performs cost analysis of current and proposed products, services, programs and departments.
  • Prepares monthly analyses of product profitability using cost accounting software. Continually reviews methodology to improve and enhance results
  • Conducts cost-benefit analysis and / or breakeven analysis for various projects assigned by the CFO.
  • Serve as back up for miscellaneous finance department functions.
  • Performs other work-related duties as assigned.

PERFORMANCE MEASUREMENTS

  1. Policies, goals, and procedures are established which further the strategic plans and objectives supporting the mission and vision of the Board of Directors of MC Federal Credit Union.

QUALIFICATIONS

EDUCATION/CERTIFICATION:

  • College degree with emphasis in Accounting and Finance

REQUIRED KNOWLEDGE: 

  • Ability to understand management’s business plan and management’s assumptions regarding the range of possible future rate conditions for which to prepare

EXPERIENCE REQUIRED: 

  • 2+ years of financial modeling experience
  • Successful experience as an interest rate risk analyst using a comprehensive interest rate risk simulation model in a financial institution of similar complexity.
  • Experience in performing cost analysis of financial products and services.

POSITION PURPOSE

Follow the credit and collection policies and procedures of the Credit Union that best serve the organization and its members. Perform collection duties personally and/or through third parties. Work within strict compliance with State and Federal credit and collection rules and regulations in all collection practices.


ESSENTIAL FUNCTIONS AND BASIC DUTIES

  • Frequent phone calls. Excellent verbal communications and active listening. Ability to problem solve, emotional intelligence, mindfulness, understanding technology and handle members courteously with dignity and respect.

  • Coordinate and communicate with others including personnel of service and system providers, credit card companies, credit
    bureaus, insurance companies, collateral protection agencies, and registry offices as needed.

  • Represent the credit union in court concerning legal processes connected with collection of negative share balance accounts and
    other creditor/debtor situations. Attend hearings concerning negative share balance accounts and present testimony on behalf of
    the credit union.

  • Maintain files, records, and journals to provide a chronology of collection activity for delinquent account and provide reports of
    collection results when requested.

  • Follow all credit union policies and procedures.

  • Investigate fraud cases, for possible legal action and collection of delinquent accounts for unpaid negotiable items.

  • Perform any other duties as assigned by supervisor


PERFORMANCE MEASUREMENTS

  • The Collections Assistant is expected to work within a collection program and processes that result in budgeted charge-off and delinquency ratios, as well as with limited errors

POSITION TITLE: Human Resource Manager

POSITION PURPOSE

Develops, implements, and administers the human resource management programs and assures that they support the Credit Union’s goals and comply with applicable regulations and generally accepted standards of sound human resource management practices. Plans and directs training endeavors and career development programs for employees at all locations. Responsible for ensuring confidentiality of employee information and professional delivery of all human resource related efforts. Provides administrative support to the Executive Team as needed.


ESSENTIAL FUNCTIONS AND BASIC DUTIES

  • Develops, applies, and evaluates policies and procedures related to human resource management.
  • Annually reviews the human resource handbook to ensure regulatory compliance up-to-date with all policy changes. Communicates and trains all staff on current policy and future changes.
  • Administers an annual review of job descriptions to ensure accuracy and to provide a meaningful description of each position. Using salary administration program and working with Credit Union managers and supervisors determines appropriate grade levels and salary ranges for all positions.
  • Manages FMLA, COBRA, 401(K) plans for compliance with State and Federal regulations.
  • Along with the hiring manager, recruits and selects quality applicants for vacancies, ensuring that the credit union is adequately staffed with competent employees. Establishes recruitment and placement standards.
  • Prepares, compiles and maintains a human resource file on all employees.
  • Conducts new employee orientation and exit interview process.
  • Counsels employees in the interpretation and application of HR policies and procedures.
  • With the assistance and supervision of the credit union Trainer, develops, coordinates, and implements training and development programs as deemed appropriate for meeting the needs of career development for staff as well as the objectives set forth by the Credit Union. Monitors and assesses training sessions and makes recommendations.
  • Advises managers and supervisors on desired personnel actions involving policy, employee relations, discipline, etc., offering suggestions.
  • Review, recommend, and administers the Credit Union’s overall benefits and compensation programs. Includes entering all benefits related data into the individual portals for new hire and for exiting employees.
  • Processes bi-weekly hourly payroll for Credit Union hourly non-exempt employees ensuring accuracy in compensation. Is responsible for all payroll calculations transmissions and balancing for hourly non-exempt employees through Keystone.
  • Acts as liaison for the Credit Union and its benefit providers.
  • Develop, maintain, and monitor the performance appraisal system for the credit union.
  • Maintains knowledge of federal and state employment law and competency through attendance at educational workshops, seminars, conferences, as well as through review of related printed materials.
  • Monitors, downloads and distributes Internet applications.
  • Other duties as assigned.

  • Knowledge of regulations ensuring compliance on the part of the Credit Union.
  • PC literate.
  • Demonstrates positive interpersonal skills, leadership ability, professionalism, and excellent communication skills.

EXPERIENCE REQUIRED: 2 – 5 years of progressive Human Resource Management experience is preferred.

POSITION TITLE: Member Service Representative (MSR)
DEPARTMENT: Operations

POSITIONS SUPERVISED: None


POSITION PURPOSE

The Member Service Representative (MSR) is a primary service delivery employee focused on delivering solutions to potential and existing members in a positive and professional manner. The MSR will perform a wide range of transactional duties to serve the member by receiving or paying out funds with high accuracy. This role demands a high level of focus in three areas; attention to detail (doing it right the first time), technical expertise (transaction workflows / policy & procedures), and engaged and courteous service. 


ESSENTIAL FUNCTIONS AND BASIC DUTIES

  • Deliver outstanding member service. From the moment of contact (phone, internet, or in person) MSR will be fully engaged with the member providing their undivided attention on delivering superior service.
  • Greets and welcomes members to the Credit Union in a courteous, professional, positive and timely manner.
  • Receives share deposits and loan payments (ensuring the payments match balances due on account and are accurate when posting to loan).
  • Cash share drafts/checks and process cash withdrawals accurately upon verification of signatures, endorsements, and member balances.
  • Verifies transactions. Monitors deposit and withdrawal amounts; examines documents for endorsement and negotiability.  Detects and resolves discrepancies promptly.
  • Place holds on accounts for uncollected funds.
  • Process transfers.
  • Processes cash advances, MC credit card payments, cashier checks, money orders, savings bond redemption, wire transfers, stop payments.
  • Post IRA contributions and withdrawals, open and close certificates of deposit.
  • Open member accounts. (New accounts, shares, share draft, Christmas, Money markets etc.); ordering of member drafts/checks.
  • Performs account changes and file maintenance as needed.
  • Expected to maintain privacy of member’s accounts.
  • Assist members by answering questions, solving their issue/problems by listening and collecting data.
  • Helps member to resolve bookkeeping and checking account problems. 
  • Balances Cash drawer and daily transactions at end of each shift.
  • Investigates and resolves out-of-balance conditions.  Reporting any discrepancy to the Lead MSR.
  • Maintain an up to date and comprehensive knowledge on all Credit Union products and services; as well as knowledge of all related policies, procedures, and regulations.
  • Promote, explain, assist, issue and cross-sell other Credit Union services. (Electronic services in regards to online banking, bill pay, remote deposit, mobile; debit and credit cards, and money orders).
  • Has a positive, respectful attitude with all staff and all management personnel.
  • A team player.
  • Performs any other duties as assigned.

PERFORMANCE MEASUREMENTS

  1. Core System transaction competency. MSR’s will be proficient in all Core system transactions enabling them to provide solutions to all member transaction requests. This competency will be evaluated annually as part of the performance evaluation process. Executing the transaction correctly the first time will be the performance metric, along with over / short and voids.
  2. Policy / Procedure Knowledge. MSR’s will understand and uphold all policy and procedures related to the business they conduct. This competency will be evaluated annually as part of the performance evaluation process.
  3. Regulatory Compliance. MSR’s will understand all credit union compliance procedures. Specifically, BSA, Funds Availability Policy and Reg Z. Compliance is not limited to the above referenced areas.
  4. Product / Service Knowledge. MSR’s will understand and promote all of the products and services offered by MC. This includes ongoing promotions, advertised specials, and community messaging. This competency will be evaluated annually as part of the performance evaluation process. Specifically:
    • Basic knowledge on investment products; Certificates of Deposit, IRA, Roth IRA, Coverdell IRA. MSR’s will be able to promote our competitive rates.
    • Basic knowledge on loan product offerings (Home Equity, 1st Mortgage, Auto Loan, Student Loan, Credit Card, Personal Loan). The MSR must be capable of initiating the application process, providing information related to application questions and then execute a referral of the member to a loan officer. MSR’s will assist in making the member an appointment with the Loan Officer.
    • Basic knowledge of MC electronic product offerings for Online Banking, BillPay, Mobile Banking, Audio Banking, Text Banking and remote deposit. Specifically ability to enroll, unlock, reset, or de-enroll on a daily basis.
    • Basic knowledge of the new account process including follow up requirements to ensure member satisfaction. Specifically, Debit Cards, Checks, Electronic Services, or Loan products
  5. Capitalize on opportunities to increase member utilization of products and services offered as a solution to their needs. The MSR will be evaluated on their level of engagement in this area annually as part of the performance evaluation process.
  6. Know our Business. MSR’s will be capable of providing information concerning the credit union products and services, policies, general information; what is a credit union, eligibility for membership, how to apply for membership, type of accounts available, insurance coverage of shares, loan policies, interest rates charged on loans, how interest on loan payments are computed, how dividends on shares are computed, when dividends post, the location of the credit union and branches, office hours and telephone numbers and web address.
  7. Computer Literacy. The MSR will be proficient in all online and core systems. Microsoft Word and Excel basics are a requirement of this position.
  8. Communications Expectations. Daily the MSR will check and respond, in a timely manner, to all email as part of their daily assigned responsibilities. Email is the designated corporate communication tool and the expectation is that it is managed on a daily basis.
  9. Confidentiality Expectations. All member information is protected on a need to know basis. MSR’s must address this requirement with full attention. Violations in this area are grounds for termination.
  10. Functional Duties. MSR’s will on a daily basis open and close the computer terminal; account for assigned cash and transactions; balance to the terminal teller report; remit receipts to the Lead MSR/Supervisor.

POSITION PURPOSE

The Member Service Representative (MSR) is a primary service delivery employee focused on delivering solutions to potential and existing members in a positive and professional manner. The MSR will perform a wide range of transactional duties to serve the member by receiving or paying out funds with high accuracy. This role demands a high level of focus in three areas; attention to detail (doing it right the first time), technical expertise (transaction workflows / policy & procedures), and engaged and courteous service. 


ESSENTIAL FUNCTIONS AND BASIC DUTIES

  • Deliver outstanding member service. From the moment of contact (phone, internet, or in person) MSR will be fully engaged with the member providing their undivided attention on delivering superior service.
  • Greets and welcomes members to the Credit Union in a courteous, professional, positive and timely manner.
  • Receives share deposits and loan payments (ensuring the payments match balances due on account and are accurate when posting to loan).
  • Cash share drafts/checks and process cash withdrawals accurately upon verification of signatures, endorsements, and member balances.
  • Verifies transactions. Monitors deposit and withdrawal amounts; examines documents for endorsement and negotiability.  Detects and resolves discrepancies promptly.
  • Place holds on accounts for uncollected funds.
  • Process transfers.
  • Processes cash advances, MC credit card payments, cashier checks, money orders, savings bond redemption, wire transfers, stop payments.
  • Post IRA contributions and withdrawals, open and close certificates of deposit.
  • Open member accounts. (New accounts, shares, share draft, Christmas, Money markets etc.); ordering of member drafts/checks.
  • Performs account changes and file maintenance as needed.
  • Expected to maintain privacy of member’s accounts.
  • Assist members by answering questions, solving their issue/problems by listening and collecting data.
  • Helps member to resolve bookkeeping and checking account problems. 
  • Balances Cash drawer and daily transactions at end of each shift.
  • Investigates and resolves out-of-balance conditions.  Reporting any discrepancy to the Lead MSR.
  • Maintain an up to date and comprehensive knowledge on all Credit Union products and services; as well as knowledge of all related policies, procedures, and regulations.
  • Promote, explain, assist, issue and cross-sell other Credit Union services. (Electronic services in regards to online banking, bill pay, remote deposit, mobile; debit and credit cards, and money orders).

PERFORMANCE MEASUREMENTS

  1. Core System transaction competency. MSR’s will be proficient in all Core system transactions enabling them to provide solutions to all member transaction requests. Executing the transaction correctly the first time will be the performance metric, along with over / short and voids.
  2. Policy / Procedure Knowledge. MSR’s will understand and uphold all policy and procedures related to the business they conduct. This competency will be evaluated annually as part of the performance evaluation process.
  3. Regulatory Compliance. MSR’s will understand all credit union compliance procedures. Specifically, BSA, Funds Availability Policy and Reg Z. Compliance is not limited to the above referenced areas.
  4. Product / Service Knowledge. MSR’s will understand and promote all of the products and services offered by MC. This includes ongoing promotions, advertised specials, and community messaging. This competency will be evaluated annually as part of the performance evaluation process. Specifically:
    • Basic knowledge on investment products; Certificates of Deposit, IRA, Roth IRA, Coverdell IRA. MSR’s will be able to promote our competitive rates.
    • Basic knowledge on loan product offerings (Home Equity, 1st Mortgage, Auto Loan, Student Loan, Credit Card, Personal Loan). The MSR must be capable of initiating the application process, providing information related to application questions and then execute a referral of the member to a loan officer. MSR’s will assist in making the member an appointment with the Loan Officer.
    • Basic knowledge of MC electronic product offerings for Online Banking, BillPay, Mobile Banking, Audio Banking, Text Banking and remote deposit. Specifically ability to enroll, unlock, reset, or de-enroll on a daily basis.
    • Basic knowledge of the new account process including follow up requirements to ensure member satisfaction. Specifically, Debit Cards, Checks, Electronic Services, or Loan products
  5. Capitalize on opportunities to increase member utilization of products and services offered as a solution to their needs. The MSR will be evaluated on their level of engagement in this area annually as part of the performance evaluation process.
  6. Know our Business. MSR’s will be capable of providing information concerning the credit union products and services, policies, general information; what is a credit union, eligibility for membership, how to apply for membership, type of accounts available, insurance coverage of shares, loan policies, interest rates charged on loans, how interest on loan payments are computed, how dividends on shares are computed, when dividends post, the location of the credit union and branches, office hours and telephone numbers and web address.
  7. Computer Literacy. The MSR will be proficient in all online and core systems. Microsoft Word and Excel basics are a requirement of this position.
  8. Communications Expectations. Daily the MSR will check and respond, in a timely manner, to all email as part of their daily assigned responsibilities. Email is the designated corporate communication tool and the expectation is that it is managed on a daily basis.
  9. Confidentiality Expectations. All member information is protected on a need to know basis. MSR’s must address this requirement with full attention. Violations in this area are grounds for termination.

  • Assists CFO in preparing scenarios for possible future rate conditions.
  • Communicates with the CFO, and expresses the business plan in the form of a target balance sheet including pricing, timing of re-pricing and member options granted.
  • Assists CFO in preparation of annual budget incorporating interests, forecasts and volume projections into budget.
  • Assists management in developing assumptions regarding the volumes of business which could be expected under the current business plan and under alternative strategies–each in conjunction with each of the scenarios for possible rate conditions.
  • Assists in the evaluation of assumptions for reasonableness and consistency. Calls attention to assumptions which appear to be unreasonable or inconsistent.
  • Enters data representing assumptions into the interest rate risk simulation model.
  • Gathers current position data; checks for reasonableness, consistency and errors; and enters data into simulation model.
  • Performs interest rate risk measurement and analysis functions using the interest rate risk simulation model to measure current and planned exposures of net interest income and capital to interest rate risk.
  • Communicates levels and sources of interest rate risk exposure.
  • Prepares monthly reports which include balance sheet and income statement forecasts, interest rate forecast, projections regarding interest rate spreads, CAMEL ratios, GAP analyses, and rate shock analyses. Prepares monthly loan and deposit rate shops and ad hoc analyses.
  • Maintains investment portfolio information on income simulation model. Prepares projections on individual investments that may be considered for purchase.
  • Reconciles forecasts of net interest income and the market value of portfolio equity with operating results and report the variances and reasons.
  • Performs cost analysis of current and proposed products, services, programs and departments.
  • Prepares monthly analyses of product profitability using cost accounting software. Continually reviews methodology to improve and enhance results
  • Conducts cost-benefit analysis and / or breakeven analysis for various projects assigned by the CFO.
  • Serve as back up for miscellaneous finance department functions.
  • Performs other work-related duties as assigned.

  1. Policies, goals, and procedures are established which further the strategic plans and objectives supporting the mission and vision of the Board of Directors of MC Federal Credit Union.

  2. Credit Union budgets and cost, operating, and quality standards are met. Corporate functions are conducted in accordance with established policies and with applicable legal requirements.

  3. Professional business relations exist with business contacts and trade professionals.


QUALIFICATIONS

EDUCATION/CERTIFICATION:

  • College degree with emphasis in Accounting and Finance

REQUIRED KNOWLEDGE: 

  • Ability to understand management’s business plan and management’s assumptions regarding the range of possible future rate conditions for which to prepare

EXPERIENCE REQUIRED: 

  • 2+ years of financial modeling experience
  • Successful experience as an interest rate risk analyst using a comprehensive interest rate risk simulation model in a financial institution of similar complexity.
  • Experience in performing cost analysis of financial products and services.
